Partnership, step by step

The partner journey

Everything partners need to move from registration to delivery, reporting and verification.

01
Get partnership-ready

Registration with UNICEF

Register on the UN Partner Portal, complete the PSEA assessment and submit vendor registration information.

Registration on the UN Partner Portal

Register your organisation using Annex 1. The PSEA Assessment is completed in the UN Partner Portal under its dedicated PSEA tab.

Submission of a Vendor Registration

Complete sections 2, 3, 4 and 5 of Annex 2 and provide an official bank letter confirming account details.

02
Understand organisational controls

Micro-assessments

For budgets above US$100,000, prepare for a third-party review of key systems, personnel and supporting documentation.

Where a budget exceeds US$100,000, a micro-assessment is completed by a third-party service provider appointed by UNICEF. It primarily consists of interviews with partner personnel and a review of relevant documentation.

03
Design together

Programme document

Collaboratively define results, indicators, targets, activities and budget with your UNICEF focal point.

Offline formulation

This is a collaborative process with your UNICEF focal point. Draft and agree the Results Matrix before the budget; reference each output in the detailed budget and formulate activities under it.

Entering the document into ePD

The Programme Document is entered in the ePD Portal. Annex 8 explains the respective roles of UNICEF and the partner.

04
Plan cash requirements

Funds transfer

Complete the FACE form and forecast cash requirements for a maximum of four months.

Complete and submit the FACE form with your UNICEF Programme Specialist. Transfers are expected to cover a maximum of four months. Add a forecast column to the right of the original detailed budget and record the relevant line items for the three-to-four-month period.

Show progress and expenditure

Reporting

Report quarterly on both programmatic and financial results for the same period.

Programmatic reporting

All partners register on the Partner Reporting Portal and report against jointly agreed indicators.

Financial reporting

Update the amount received and cumulative expenditure, the FACE worksheet, expenditure-vs-budget worksheet and a detailed expenditure extract that reconciles to the accounting records.

06
Validate delivery

Verification of results

Prepare programme evidence and financial source documents for scheduled verification checks.

Programmatic results

The UNICEF focal point selects outputs and indicators, communicates the review scope and requests supporting evidence before the visit.

Financial expenditure

A UNICEF focal point generally undertakes an annual on-site review of internal controls and a sample of invoices, journals and other source documents drawn from the accounting extract.
